Oh, and according to tech experts, it would take about 10 hours for one person who knows how to code to build Twitter. The State Department's Center for Strategic Counterterrorism Communications created one of the most expensive Twitter accounts ever to fight ISIS. Too bad it doesn't make a dent in the terror group's recruitment campaign.
